Second session of the Western Balkans Energy Transition Dialogue — coordinated capacity payments and the conditions for a single balancing area.
About this event
The Tirana session is the second of the Western Balkans Energy Transition Dialogue's three annual meetings. The agenda is built around the September 2026 working paper on coordinated capacity payments: where the six economies converge, where they diverge, and what minimum convergence is needed to make a single balancing area technically operable by 2029.
Day 1 is plenary discussion of the paper followed by three breakout groups (regulators, transmission operators, civil-society monitors).
Day 2 is small-group drafting of the corrigendum and the second paper outline.
Participation is by named invitation. The participant roster is published with the session's output paper.

Travel
Tirana International Airport (TIA) has direct connections from most foundation-scope capitals. The hotel is a fifteen-minute drive from the airport.
