Frans Timmermans is a Dutch statesman whose career has spanned diplomacy, national government and the European Union. He entered the Netherlands' diplomatic service in 1987, serving at the Dutch embassy in Moscow, as an aide to European Commissioner Hans van den Broek, and as private secretary to Max van der Stoel, the OSCE High Commissioner on National Minorities. In 1998 he was first elected to the House of Representatives for the Labour Party (PvdA), beginning a parliamentary and ministerial career that spanned three decades.

Mr Timmermans served as State Secretary for European Affairs from 2007 to 2010, before being appointed Minister of Foreign Affairs in November 2012 under Prime Minister Mark Rutte. In that role he gained international prominence in July 2014, when he addressed the United Nations Security Council following the downing of Malaysia Airlines Flight MH17 over eastern Ukraine, in which many Dutch citizens died; his speech was widely praised. He left the ministry later that year to take up a senior post in Brussels.

In November 2014 Mr Timmermans became First Vice-President of the European Commission under President Jean-Claude Juncker, with a portfolio covering better regulation, inter-institutional relations, the rule of law and the Charter of Fundamental Rights. When Ursula von der Leyen took office in December 2019, he was appointed Executive Vice-President for the European Green Deal and European Commissioner for Climate Action. He led the development of the European Green Deal and the 'Fit for 55' package, presented in July 2021, which set the Union's course towards a 55 per cent cut in emissions by 2030 and climate neutrality by 2050.

Mr Timmermans resigned from the Commission in August 2023 to return to national politics, leading the newly formed GroenLinks-PvdA alliance of the Greens and the Labour Party, which finished second at the general election of November 2023. He stepped down as leader following the election of October 2025 and left the House of Representatives, and as of mid-2026 he holds no elected or governmental office.
