Dorin Recean is the Republic of Moldova's Special Envoy for Development and Resilience, appointed by President Maia Sandu in December 2025, having served as the country's Prime Minister from February 2023 to November 2025. His career spans three decades across government, academia and the private sector, with senior roles in national security, law enforcement, information technology and economic policy. As Special Envoy, he works to strengthen the state's capacity to prevent and counter hybrid threats and to mobilise support for Moldova's institutional, economic and social resilience.

As Prime Minister, he led Moldova's government through a period of overlapping crises following Russia's full-scale invasion of neighbouring Ukraine. He headed the Moldovan delegation at the formal opening of European Union accession negotiations in June 2024 and, in February 2025, signed with the European Commission a Comprehensive Strategy for Energy Independence and Resilience backed by 250 million euros of EU support. Under his government, Moldova secured continued International Monetary Fund financing, concluded a free trade agreement with the European Free Trade Association and sharply reduced its dependence on Russian gas.

Before becoming Prime Minister, he served from February 2022 as Presidential Adviser on Defence and National Security and as Secretary of Moldova's Supreme Security Council. As Minister of Internal Affairs between 2012 and 2015, he oversaw a wide-ranging reform of the ministry and the police and was responsible for implementing the Action Plan on Visa Liberalisation with the European Union, which secured visa-free travel for Moldovan citizens in 2014. Earlier, as Deputy Minister of Information Technology and Communications from 2010 to 2012, he introduced secure identity documents, including Moldova's biometric passport. He also held senior management positions in the private sector and worked on World Bank projects.

Dorin Recean graduated in management of international economic relations from the Academy of Economic Studies of Moldova in 1996 and earned an MBA from the Belgium branch of Newport University in 2000. He lectured at the Academy of Economic Studies from 1995 to 2007, combining teaching with his professional career. In 2025 he was awarded the Order of Prince Yaroslav the Wise, a state distinction of Ukraine.
